The design on every project is unique, so it's impossible to give out a firm price without knowing all of the project requirements. Usualy the cost of a project is determined by the complexity of the design, hosting service, site maintenance, programming and any special functions. Design requirements vary for each individual client and project, therefore determining a fixed price is not always know offhand. It woudn't be fair to charge the same price for a design with basic layout needs as one that require scripting, ecommerce functions, and interactivity eventhough the number of pages are the same. It's just no fair to the client to give a price without knowing what the full project needs are.
